Carl Painter was born in Phoenix, Arizona and grew up in the desert of Southern California. He moved to San Diego in 1968 and worked for a major oil company until his retirement in 2007. He also served as a Navy pilot and flew the P-3 Orion, the most advanced maritime patrol airplane in the fleet. He spent twenty years teaching and coaching students from various other disciplines to become pilots. In his early years he was an athlete, winning several competitions for his age group, but it wasn't until he was about 40 that he started to perform well in his chosen sport of swimming.
